Selectmen Minutes 03/27/2014

The meeting of the Board of Selectmen was called to order at 12 noon by Chairman Connor with Mr. Connor, Mr. Soter, Mr. Mayhew and Mr. Spencer in attendance.  Mr. Soter explained that he had requested the meeting on behalf of the estate of Edythe Hand, represented by the Ryan Law Office and Mrs. Sue Ranieri.  Mr. Soter stated the correspondence from Atty. Ryan (attached) details the request to have the Board vote to release a lien on property at 59 Chestnut Street, owned by the Hand estate.  Mrs. Ranieri explained the Hand’s participated in the Community Development Rehabilitation program and as a result have a lien on their property in the amount of $19,431.25.  Mr. Fraine stated this is not an uncommon request when the owners are deceased and there is no equity in the property.  All of the funds expended on the property were federal and the grant administrators have confirmed the Board can release the lien if it so chooses.
On a Soter/Mayhew motion, the Board unanimously voted to release the Community Development Rehabilitation grant on property located at 59 Chestnut Street.
Mr. Mayhew expressed his support for Mr. Connor with regard to a recent Open Meeting Law complaint filed by resident Douglas Maclachan.  Mr. Mayhew stated Chairman Connor did nothing wrong when he ended the discussion with Mr. Maclachan during the Board’s March 17 meeting.  Mr. Soter and Mr. Spencer expressed similar support.
Mr. Fraine presented the Board with an agreement between the Town and residents of 2 Indian Run Road.  Mr. Fraine explained the Town had taken the property for taxes and he had met with the tenants who have been renting the property from the previous owner.  Mr. Fraine expressed his desire to allow the tenants to continue renting the property from the Town until such time as we are prepared to auction the property.  Mr. Fraine presented a lease agreement drafted by Town Counsel.  No objections were voiced and Mr. Fraine was authorized to approve the rental agreement.
